Support eligible enterprises in the Hongqiao International Central Business District to actively carry out offshore economic and trade business, and further expand the "white list" of offshore economic and trade enterprises. Commercial banks are encouraged to provide cross-border financial service facilities based on free trade accounts, and optimize the settlement of offshore trade funds in non-free trade accounts.
Continuously improve the foundation of "big transportation", focus on building an open hub connecting the world and the country: Accelerate the study of the planning of the transportation volume bus system in the Hongqiao International Central Business District, build a global network of internal and external linkage, and support the recent opening of backbone bus lines in the region. Optimize the functions of S20 outer ring road and G15 Shenhai expressway, and support the construction of S20 outer ring road lift auxiliary road and supporting road network. Support the construction of docking roads in the Hongqiao International Central Business District, and further improve the transportation network in the region.
Focus on strengthening factor support and policy guarantees, further enhance the function of resource allocation: Support eligible regional basic development projects in the Hongqiao International Central Business District to apply for local government special bonds. Support the newly established government-funded assets investment fund at the municipal level to settle in the Hongqiao International Central Business District. Strengthen the linkage development of the Hongqiao International Central Business District and the Hongqiao Foreign-related Trade Center and other surrounding areas in terms of policy guarantees.
