The new Administrative Measures for Certification of New and High Technology Enterprises has been recently issued. Shanghai Dongjin is comparing it with the old one on the main points.

•  The verification requirement has been extended: the proportion for the technicians and researchers will be decreased 20%, from 30% to 10%;
• Decrease the requirement for researching fees for SMALL COMPANIES (turnover less than 50 millions), from 6% to 5%;
• The way for getting IPR via “the exclusive licensing” has been cancelled: it is to encourage the company to having its own technology;
• The application procedure has been simplified and the announcement requirement has been shortened to 10 working days;
• The changes of main supporting industry: the traditional industry for high-tech reformation has been deleted and the advanced manufacturing and automation has been added into the list’;
• Clarify the treatment for high-tech companies as well as the condition for cancellation its qualification;
• Strengthen the supervision on the high-tech companies: (1) the company should provide the annual EIT form for the latest three years; (2) the company should submit the annual reporting form for the last year before the end of April each year;
